Replace a user's organizational unit scopes

PUT 
/organizational-units/users/:user_code/scopes

Assign every organizational unit of the named companies, or of every company, to a user, and keep granting the units created under them later. The body carries the whole intended set, so an omitted company is withdrawn. Units already granted stay assigned; remove them one by one to take them away.
