GET/purchase-requests
Retrieves all purchase requests for the current tenant with filters, grouping, sorting, and pagination
Permissions: requires purchase-requests:read. Results are scoped server-side: callers without the ADMIN or ACCOUNTANT role only receive purchase requests they own or may view.
